GLANCING BACKWARD 4

Two giant steps backward from the CANTAM Workshop of 27 September to 01 October, 2010, take me first to the CAMBIN General Assembly which took place at the University of Buea in the South West Region of Cameroon on 17 July 2010. CAMBIN is the Cameroon Chapter of the Pan African Bioethics Initiative (PABIN) whose creation (CAMBIN’s that is) I initiated in 2005. It is a non-profit, non-governmental, non-political, non-discriminatory, multidisciplinary association whose official seat is in Yaounde.

The objective of the organisation is to enable the development of Bioethics in Cameroon particularly and Africa generally, with the main focus on capacity building and empowerment in biomedical research through research ethics promotion. The membership of CAMBIN which today stands at about 80 is made up of men and women of diverse disciplinary backgrounds. CAMBIN holds monthly meetings in its offices in Yaounde during which an invited lecture on a topic relevant to its aims and objectives is usually combined with other normal routine business. Once a year, CAMBIN holds a General Assembly during which invited or volunteered educative lectures are again combined with routine and policy matters. During the last CAMBIN General Assembly meeting at the University of Buea, I delivered one of the lectures which you can access here on “Ethical Principles and Cultural Values”.

The second giant step takes me to the first quarter of 2010 when, at the invitation of the World Medical Association (WMA), I attended “an expert conference” on “THE ETHICS OF PLACEBO CONTROL IN CLINICAL TRIALS” at Sao Paulo, Brazil, from 1-3 February, 2010. This was my first visit to Sao Paulo, one of the largest cities on earth, and my second to Brazil, having previously attended the World Congress of Bioethics in Brasilia in 2002. The PLACEBO conference was hosted by the Brazilian Medical Association (AMB) which was founded in 1951. The conference was intellectually stimulating and seemed to move the debate forward, but the use of placebos in both clinical research and routine medical treatment (http://news.yahoo.com/s/ap/20110331/ap_on_he_me/eu_med_german_placebos) remains highly controversial. For example, the German Medical Association recently recommended that doctors make more use of placebos, especially for diseases where there is a subjective component, whereas medical authorities in some other countries such as in the USA and UK hold that the use of placebos without the patient’s explicit informed consent is unethical.
